早谋划早部署市财政积极申报文物保护项目

为充分发挥历史文化遗产在“北疆文化”中的重要作用，进一步探索文物活化利用新路径，促进文物保护利用和文化遗产保护传承，市财政秉承“优先保护，强化管理，发掘价值，有效利用”的工作原则，会同市文旅广电局积极申报2025年国家文物保护项目，拟申报8个项目申请国家专项资金3,511万元，同比增长96.7%，用于文物数字化保护利用、文物预防性保护以及文物保护修缮等项目。

一是提前谋划项目。市财政局充分把握国家、自治区政策投向，督促指导各项目单位强化项目储备，优化实施方案、细化预算编制、完善绩效目标，提升项目储备质量。

二是强化网上申报。各旗县区、各有关部门所报项目必须为“包头市项目枢纽综合服务平台”入库项目，市财政利用枢纽平台，实时查看所有项目的申报状态、审核进度和申报材料，及时跟进项目申报进展。

三是严格项目审核。要求各旗县区、各有关部门单位严格按照申报要求审核把关，指导项目单位修改完善项目申报材料，切实做好审核工作，提高项目申报质量，优中选优、严格甄选，提高项目申报成功率。

四是落实逐级申报制度。按照专项资金逐级申报要求，各旗县区、各有关部门按照属地原则和预算级次，逐级向文旅、财政部门申报，确保项目申报合规、高效。

下一步，市财政局将继续会同有关主管部门进一步做好项目储备申报工作，提升项目质量，推动形成“储备一批，优先一批，申报一批，成功一批”的工作格局，提高项目申报成功率，精准聚焦项目特色与优势，共同探索和创新文物活化利用的新模式，让沉睡已久的历史瑰宝在现代社会中焕发新的生机与活力。
