包头市财政局关于确定市本级预算单位代理记账服务入围供应商的通知

市直各部门、各单位：

为规范市本级代理记账机构执业行为，不断提高代理记账机构服务水平，提升财政资金使用效益，2024年3月，包头市财政局按照《政府采购框架协议采购方式管理暂行办法》有关规定，组织实施了“包头市本级行政事业单位代理记账服务封闭式框架协议征集项目”，通过公开征集程序，确定了4家入围供应商供市本级预算单位选用，现将有关事宜通知如下：

一、入围供应商信息

二、框架协议期限

框架协议有效期限至2025年12月31日。

三、代理单位户数

各入围供应商所代理预算单位户数原则上不得超过50户，且每个工作人员代理单位数量不得超过7户。

四、代理记账费用的负担

按照《包头市人民政府关于在部分市本级行政事业单位实行会计代理记账实施办法的通知》（包府发[2015]97号）相关规定，代理记账服务分为基础服务和其他服务。其费用负担方式如下：

（一）基础服务

基础服务费用由财政部门和预算单位按比例负担。年费用总额应控制在1.4万元以内，1万元以内(含1万元)财政负担60%；1-1.4万元之间部分财政负担30%；其余部分由预算单位按比例承担。

（二）其他服务

代理记账机构为预算单位提供的其他服务，所发生的服务费用由预算单位自行负担，财政部门不予补贴。

五、基础服务内容

按照《中华人民共和国会计法》《预算法》《会计基础工作规范》《代理记账管理办法》，以及国家统一的财务、会计制度的规定进行会计核算，并进行会计监督。委托服务事项主要包括以下内容：

1.负责对甲方经济业务或者事项进行会计核算，并按月报送财务报表及预算会计报表；

2.配合甲方对财务报销业务及原始凭证的合理性、完整性、正确性进行审核，并提出补充、更正建议，确保报账业务合法合规；

3.负责按月与甲方核对现金、银行存款，做到账实相符；

4.负责甲方工资统发数据的录入修改、报送，及个税纳税申报、医保社保缴纳等业务；

5.负责甲方工会的账务处理及相关决算填报；

6.负责甲方预、决算的编报及公开；

7.负责甲方三公经费、一般性支出的报送；

8.配合甲方完成公务支出平台有关业务，以及项目库相关工作；

9.负责甲方资产管理系统有关业务，以及资产月报、年报编报工作；

10.负责甲方政府债务系统（无债务）申报；

11.负责甲方政府财务报告编报；

12.负责甲方内控报告编报；

13.负责甲方绩效管理目标编报、绩效自评等；

14.负责甲方其他需要办理会计手续、进行会计核算的事项；

15.配合甲方完成财政、监察、审计部门的监督检查；

16.负责提供财政部门要求的相关报表等会计资料。

六、其他事宜

（一）签订业务委托合同

请各预算单位按要求在上述4家入围供应商中，选择1家供应商为本单位实施2024年度代理记账工作，并按要求签订统一格式的代理记账业务委托合同，服务期限原则上不得跨年。

（二）明确单位主体责任

各预算单位要切实履行好主体责任，单位负责人对本单位的会计工作和会计资料的真实性、完整性负责，切不可“一代了之”，要完整、准确、及时地提供代理记账基础服务所需各项资料，如因单位原因发生的工作延误，将由预算单位承担相应责任。

（三）及时进行账务处理

各预算单位与所选择的代理记账机构要明确并认真履行各自工作职责，及时在“预算一体化系统”及公务支出平台完成账务处理，并按要求做好会计资料交接和保管等工作。
