【重磅】财政部许宏才副部长：共话公共采购合作共创公共采购未来

尊敬的各位来宾，女士们，先生们，朋友们：

在各方共同努力下，2022年中国国际公共采购论坛现在开幕！我谨代表财政部，对参加论坛的各位嘉宾，表示热烈的欢迎！向各位如约而至的新老朋友们，致以诚挚的问候和良好的祝愿！

“满载一船秋色，平铺十里湖光。”2020年国际公共采购论坛的盛况还历历在目。大家齐聚一堂，共同探讨公共采购规则与最佳实践，分享新冠肺炎疫情期间公共采购抗疫经验，共建公共采购合作平台，不仅加深了大家对国际公共采购规则的理解，而且增进了大家对国际公共采购发展趋势的认识，对促进中国企业参与国际公共采购具有十分重要的意义。

本届论坛继续以“共享公共采购市场的未来”为主题，是对2020年论坛的延续和深入。同时，立足新形势、新要求、新任务，推动提升论坛定位，精准对接企业需求，努力破解企业参与国际公共采购的难点和堵点，促进中国企业拓展国际公共采购市场。本届论坛不仅邀请了联合国、全球基金、亚投行、新开发银行、世行、亚行等国际机构，欧盟、南非、英国等驻华使馆的相关负责人和采购官员，还邀请了全国政府采购监管机构负责人，以及有关银行相关业务负责人和优秀供应商代表，在各方面都做了精心的策划和安排。相信一定能够办成一次高水平、富有成效的论坛，为企业和政府之间、企业与国际组织之间架起沟通和合作的桥梁。我衷心希望，各位与会代表都能广结良缘、满载而归！

女士们，先生们，朋友们！

回顾过去，公平竞争是增强政府采购市场活力的主要保障。

中国政府一直致力于建立公平竞争的政府采购制度。自1996年推行政府采购试点以来，中国政府始终把公开、公平、公正的市场竞争原则作为采购制度的重要基石，不断加强政府采购法律制度体系建设，完善政府采购管理体制机制，优化政府采购交易制度，丰富政府采购政策功能，政府采购制度改革不断向纵深推进。

同时，中国政府还持续优化政府采购营商环境，推进政府采购意向公开，提升政府采购透明度，全面清理政府采购领域妨碍公平竞争的规定和做法，依法保障供应商合法权益，政府采购市场规模不断扩大，由2002年1009亿元人民币增加到2021年的36399亿元人民币，占财政支出的比重也相应由4.6%提高到10.1%，社会关注和影响力日益提高。此外，中国政府不断健全政府采购救济机制，畅通维权渠道，通过发布政府采购行政裁决指导性案例，统一全国代理机构检查标准等方式，向被监管对象“主动交底”，有效防止“同错不同罚”，稳定了社会合理预期，为政府采购市场主体提供便捷高效、公平公正的矛盾纠纷解决渠道。

立足当前，互鉴共进是利用政府采购推动经济稳定复苏的迫切需要。

中国的政府采购坚持公开透明和公平竞争原则，对外商投资企业和中资企业在中国境内生产的产品、提供的服务一视同仁、平等对待，保障内外资企业公平参与政府采购竞争。与外资企业共享中国政府采购市场发展的机遇和红利，既是以开放促合作，以合作促发展的共享典范，也是外商持续增加对华投资信心的重要原因之一。

中国政府不断深化政府采购领域的对外交流与合作，在宣传我国政府采购的改革进展和成效的同时，借鉴国际最佳实践和经验，加强国际合作平台建设，培育新形势下中国企业走出去的能力，提高中国企业参与国际公共采购市场的水平。通过交流合作，不仅互相加深了理解，增进了信任，还为中国企业带来全新的发展机遇，更为共同维护全球供应链的畅通和稳定提供了有力支撑。

放眼未来，开放合作是共享国际公共采购市场的必然要求。

中国坚持扩大开放的决心和推动开放的务实行动充分证明，中国发展了自己，也造福了世界。中国坚定不移地坚持对外开放战略，积极有为地推进政府采购领域高水平对外开放，既是在新发展阶段贯彻落实新发展理念的有力践行，也是为新发展理念提供了新的注解和新的生命力。

中国政府正致力于尽快加入世界贸易组织《政府采购协定》，以实际行动维护多边贸易体制。中国还于2021年9月正式提交了加入《全面与进步跨太平洋伙伴关系协定》申请，旨在更宽范围、更高层次上开放市场，包括政府采购市场，加快推动政府采购制度与国际通行规则接轨。

女士们、先生们、朋友们！

“与君远相知，不道云深海。”中方希望与各方共同建设公平竞争、互利共赢的国际公共采购大市场，让合作共赢的成果惠及更多国家和民众，这既是在当前复杂经济形势下的必然选择，也是实现互利互惠、共同发展的必经之路。

最后，希望大家在本届中国国际公共采购论坛上能够深入交流、加深合作、共拓商机，开辟合作新局面，共享机遇、共享未来。
